What ever changes in Llano County? What? The JP2 race stinks to high heaven. Reeks. The District Attorney has a dog in the fight. Would you believe one of the candidates? Certainly, the DA remains desperate to exert undo influence. ... Right, "Sonny Boy?" Legal in Nazi Texas, however. Outrageously unethical, though. Without question. ... Why would or should a district attorney have such interest in a JP race? In a 'court' that handles misdemeanors and other minor issues? Simple. "It's the money, stupid." JP2 remains cash cow of the County.
Has a history of unlimited abuse and corruption. Long-term readers will recall the late Lanny Stephenson was repeatedly figuratively targeted in this publication. So was Duane Nobles. Nothing ever changes, however. Would take an outside criminal investigation and truly independent audit. Never happen. The State Attorney General is virtually powerless, to say nothing of being hopelessly corrupt, abusive, inept. Doesn't have constitutional authority to initiate investigations, anyway.
That must come from the District Attorney. Guess what? Nearly never happens. Unless tremendous pressure is brought to bear politically. Again, seldom happens. The District Attorney goes along to get along. -- "Sonny Boy" is certainly no exception. Remember? The County Judge and Commissioners Court desperately attempted to pressure all four Constables and the Sheriff's Office to institute an outrageously unconstitutional and illegal quota system last summer during the budget fiasco. No one was investigated. No one indicted. Nazi justice in Nazi Llano County. ... Right, "Sonny Boy?" A raucous Sieg Heil!, sir?
Federal oversight? Nonexistent. ... Years ago, this writer filed a civil rights complaint against former Llano County Sheriff Nathan Garrett with the 'Justice' Department. As stated elsewhere in this publication, federal authorities did nothing. Protected the outrageously corrupt and abusive jackbooted thug.
Without question, nothing changes. Ever. Corruption and abuse continue. Due to the helpless, cowardly, aggressively stupid victims of these jackbooted bastards who put up with this outrageous bullsh-t. Now, the current jackass running the Sheriff's Office, Bill Blackburn, is following the example of the District Attorney. Has a dog in the JP2 fight himself. Who'd 'a 'thunk' it, no? Guess who? Who else? Les Daugherty. This outrageously abusive jackbooted thug is Code Enforcement Officer. Turns out this is the very same bastard who threatened Buchanan Dam business owner Mickey White with jail for phony code enforcement violations. Readers will recall this issue was covered in great detail in an earlier edition as well as an extremely pointed letter to Blackburn. Both remain posted in this publication.
The Sheriff refused to provide details as to why Daugherty was formerly employed in Llano County, then re-employed in Burnet County, only to return as one of Blackburn's "Boys." This thug indeed has a colorful history. This publication has received numerous complaints from innocent citizens too afraid of this bastard to allow publication of their names. Too bad. Why? Cowardice empowers these outrageously corrupt, abusive goons. Enables them to get their cookies off abusing power, lining their pockets.
Now, ole' Les wants to be JP2. How precious. Who'd 'a 'thunk' it, right, Sheriff? Again, sadly, not illegal in Nazi Texas. Convenient, isn't it? No more than undo influence of the Sheriff's Office on JP2, however. Forget? There is supposed to be independence between a court and law enforcement. There is absolutely none. The 'courts' are already in the pocket of law enforcement. Not good enough for the bastards who falsely believe they run and own Llano County, however. They want it all. One of their boys on the JP2 throne. An abusive cop who is an exigent threat to freedom and law-abiding citizens.
Which brings us to the thrust of this edition. Current incumbent JP2 Linda Ballard. For at least the last year or so, this writer was aware of an unsubstantiated allegation that Ballard had made a death threat against the Henderson family. They own Henderson Tire. JP2 along with other County officials have been harassing local businesses for quite some time about clean up issues. In most of these cases, however, clean up is not the issue. Money is. Fines to line County coffers. Enrich County officials.
Phyllis Henderson has provided this writer with a lengthy audio file recorded by LCRA Communications Supervisor Mitch Hibbs. Hibbs was assigned to conduct an internal investigation of LCRA Ranger Lance Bilski who was allegedly involved in the harassment of the Henderson family. Seems the issue extends beyond harassment, however. There are unsubstantiated allegations, that although very much attached, Bilski may have indeed engaged in improprieties, that is, egregiously unprofessional conduct relevant to the Henderson complaint. Bilski is stepson of Llano County Sheriff Bill Blackburn. Small world, isn't it?
The recording dated 5-15-12 was made by Hibbs. A conversation with JP2 Linda Ballard. This writer has repeatedly listened to this audio file. Hibbs was supposed to be investigating a complaint brought by Henderson. Clearly, the recording turned out to be an ingratiating 'love fest' between Hibbs and Ballard, not a bona fide investigation. Far from it.
Towards the end of the recording Hibbs asked Ballard, "Ma'am, is there any way I can help you in your business today?" Ballard responded, "Ummn...no...I...I just need a hit man I think." Hibbs laughed. Thought it funny. So did the 'judge.' Any other peasant in Llano County would have been arrested by the Sheriff and the "Boys." Gleefully hauled to jail for making a terroristic threat. Not in Llano County, however. Not for royalty.
The 'judge' knew better. So did her shill, Mr. Mitch Hibbs. -- The arrogant bastard added emphasis to the "Mr." himself when identifying himself again to Ballard near the end of the recording. The fix was clearly in. The good ole' boy system at its 'best.' The 'judge' had to have known she was being recorded. -- State law dictates only one party to a conversation has to give consent. Hibbs knew the recording would be kept. Could become public, courtesy of an open records request. Still had the audacity to conduct himself as an ingratiating pompous jackass. Equally pointedly, Ballard knew she would be protected by egregiously corrupt County officials no matter what she did.
... Hey, 'Judge?' There is a rumor circulating the terroristic threat was brought to the attention of the County Judge. Is it true this equally corrupt and abusive bastard warned you you'd be gone if it happened again? ... Readers, you should understand this allegation had been swirling around the County quite some time. Kindly ask the County Judge if there is any truth to it. -- He certainly won't give this publication the time of day. Why would he? Tough, isn't it? Doesn't it break your heart? No one in power is accountable to anyone. Convenient, isn't it? Right, Sheriff?
This writer has not decided how to furnish readers access to the recording. All six Liberty In Peril sites are hosted on free servers. Terms of service on some of these servers do not allow audio files. Others require a certain percentage of text and other files. This writer intends to keep all six unfunded sites as identical as possible. Precisely, why I don't want to post a file on some of the sites but not on others.
One alternative may be to transcribe the audio file to text. If there are any stenographers or court reporters willing to donate services for the public good, it would be most appreciated. The problem with a written transcript, however, is the fact it would not convey inflection, nuance, a true feel for what happened during the recording. This writer will continue to think about how best to resolve this issue. ... Indeed, the problem with trying to do all this on the cheap with no financial support from the public or otherwise.
Returning to the JP2 fiasco and worse? Much worse? Ballard is apparently desperate to retain her job. With two other candidates supported by the District Attorney and the Sheriff, the current incumbent clearly does not have their (County official) support. What to do? Do what you have to, right, 'Judge?' Seems Ballard is engaging in dirty tricks. Making false accusations her signs are being defaced by her opponents. ... How do you know the 'judge' is lying? -- Her lips move.
Of far greater consequence and concern, seems Ballard is desperately trying to get one of her opponents falsely charged with embezzlement, courtesy of a complaint falsely lodged by meth head Jerry "Rock" Sharrock, -- whose head's so far up his stoned ass his eyeballs are turning inside out. This publication is continuing to work on this issue and many others. Far more to come.

Sheriff:
In follow-up to your continued hopelessly arrogant and cowardly failure to respond to a complaint against one of your gutless, abusive, jackbooted thugs, can you inform my readers as to whether JP2 candidate Les Daugherty remains your Code Enforcement Officer? Is he being paid during the campaign? Courtesy of looted taxpayers? Isn't he, as all your thugs, supposed to be available even if off duty?
While his run for office is certainly legal in Nazi Texas, it remains an egregious conflict of interest. While there is absolutely no separation between the courts and law enforcement, isn't this taking it to the extreme? Outrageous undo influence should this jackbooted thug be elected? Have subsequently been able to confirm since the last cowardly unanswered letter to you, Daugherty was indeed the goon who harassed Buchanan Dam business owner Mickey White regarding his store, threatened to jail him.
Are Graeter, Daugherty, and many, many others the best your Office has to offer? These jackbooted thugs remain an exigent threat to innocent law abiding citizens. To say nothing of liberty. Then again, what fascist knows anything about freedom, right, Sheriff? Not in your book, is it, Bill? Worse? ... The "Boys" remain out of uniform. -- Where are their swastika armbands?
Why wasn't JP2 Linda Ballard arrested, hauled to jail for making a terroristic threat against the Henderson family? Any other peasant in Llano County who did the same would have been gleefully jailed. Special treatment for a hopelessly corrupt, abusive 'judge' who continues to line County coffers as well as the pockets of the bastards who falsely believe they run and own this hellhole County?
Think the following is not a terroristic threat?

Incredibly, the LCRA internal affairs 'investigator' thought the 'judge's' response funny. Laughed during the recording. So did the 'judge.' Kindly, tell my readers, Sheriff, was the fix in because the target of the investigation was your stepson, LCRA Ranger Lance Bilski? Can you confirm why he is apparently no longer with LCRA, Sheriff? Certainly, not because he harassed the Hendersons and their business, is it? Not even the issue of bogus fines LCRA and LCSO shakes down innocent citizens and business owners to pay, right?
Rather, is it because the very much attached Ranger Bilski may have engaged in improprieties, that is, egregiously unprofessional conduct relevant to the Henderson complaint? Just what was it, Sheriff? -- You'll never tell, right, sir? "Personnel matter." -- Too easy to cover up, sweep corruption and abuse under the table? Ignore highly questionable inappropriate behavior? Line your pockets? Egregiously loot bona fide businesses? Get your cookies off harassing innocent citizens? ... All in the family, right, sir?
Where the hell is the District Attorney, Sheriff? Protecting the sorry, corrupt, abusive asses of you and the "Boys?"

A candidate for Llano County Attorney has a campaign sign tacked to a utility pole across the street from Sam's at Fuzzy's Corner. ... Hey, Counselor? Don't you, and/or your supporters, know it's illegal to put anything on a utility pole? -- An issue of safety to a worker needing to climb it.
There will be much, much more to come regarding all the above issues. It should be clear by now, however, we all live in the best County money can buy. Literally. Aren't we lucky?
