Dear Mr. Leeper:
The Public Information Act allows 10 business days for response.
As usual, this time requirement has been egregiously ignored.
... Need more time to "sanitize" records sought in the attached
Open Records Request of July 24, 2001? Not to worry, sir. The
District Attorney has no interest in employee looting of the Hospital.
Why not take an additional month to cull through the documents,
removing anything questionable? After all, the District Attorney,
County Attorney, Attorney General, and Open Records Division could
care less about enforcement of the Act or criminal wrongdoing.
Most pointedly, Mr. Leeper, your egregious foot-dragging is sadly
indicative of the Hospital apparently having something to hide.
... Couldn't be your assertions of change regarding employee expense
account abuses are nothing more than bull, could it, sir?

Dear Mr. Leeper:
As per posted Public Information Act notice on bulletin board in
LMHS Administrative Offices located on 103 W. Lampasas St., Llano,
Tx. 78643, this is an e-mailed request for information under the
Texas Public Information Act, Ch.552, Gov't Code, Public Information.
Hopefully, our recent conversation on July 23 represents an opportunity
to finally resolve the current open records inspection, dating back
to the original request of October 11, 2000.
As discussed, a thorough inspection could require an additional
10 to 12 hours should inspection be limited to 1hr. monthly and
coupled with interruptions as has routinely occurred for months.
Although we had agreed on one additional five-hour inspection to
be conducted with no interruption, a considerable amount of additional
thought has been given to the wisdom of continuing the current search.
After all, the ongoing inspection was not intended as a criminal
investigation. It was no more than an intense examination of records
designed to indicate to readers probable cause indeed exists for
an independent criminal investigation.
An independent criminal inquiry will not occur, however, since our
apparently corrupt and abusive District Attorney Sam Oatman is a
Good Old Boy, protects his own, and engages in selective prosecution.
Sadly, this point has been clearly made on both websites and in
fact, aggressively driven home to readers, -- repeatedly. Not only
that, the fierce opposition and stonewalling for all these months
are further evidence of the intense discomfort of Hospital management and staff.
Although records from only approximately two and a half years of
the five-year period have been inspected and reported so far, the
looting of the Hospital by employees has been horrendous.
The condition of these records as well leaves much to be desired
in terms of completeness. Although your auditors may indeed ignore
and/or accept the quality of the employee expense reports during
"snapshot" sampling, it is highly questionable criminal investigators
would be as generous or forgiving.
You and Chief Financial Officer Michael Choate, however, have strongly
asserted in our recent meeting changes have indeed been made since
your arrival. Your inclination to look to the future rather than
the past, although self-serving, is a point well-made. -- Especially
in view of the fact you and Mr. Choate have agreed in principle
to an interview regarding the present and future status of the Hospital.
Indeed, inspection of recent records from this year should indicate
whether or not employee expenses have finally been reined in by
management. Should you agree to allow an uninterrupted 5-hour inspection
of this year's employee expense reports to be scheduled on a day
convenient to all, and the offer of you as well as that of the CFO
to be interviewed at a later date and time still stands, this writer
is prepared to end the current inspection dating back to October 11, 2000.
Let's move on, Mr. Leeper. All of us want the Hospital to survive.
If indeed your administration has produced positive change, it
is to your advantage to make yourself and your colleagues available to the media.
My readers are certainly interested in the entire Hospital operation.
Employee expenses, although egregious, are only a small part of
the pie. Your openness to community concerns would certainly be
an indication of a change in management philosophy as opposed to your predecessor.
Access to following documents is respectfully requested:
1. Employee expense reports from January 1, 2001 to present.
This e-mailed request is in keeping with the policy posted on your
bulletin board and will certainly save time and effort for all.

The California Supreme Court has ruled school officials do not need
probable cause to stop, question, or search students. Apparently,
children only have the freedom to do what they're told. The case
involves a 14-year-old student searched in a 1999 incident at a Los
Angeles County high school. It is not clear whether the case will find
its way to the U.S. Supreme Court. Should it, it will be interesting to
see how an egregiously fascist Court will rule. ... Think an iron fist
generates productive, trusting, well-adjusted adults?

New York City Mayor Rudolph Giuliani shortly will leave office due
to term limits. About time. This Republican fascist has egregiously
shit on the Bill of Rights in an effort to "clean up" the city. ...
Hey, Rudy baby? The ends don't justify the means, you dolt. Never have.
Never will. While Nazi Germany indeed enjoyed the most efficient
government ever known, why in hell would we want it here?
"His Honor", at the expense of constitutional rights, has indeed
reduced crime and lowered taxes. Fascists in fact strongly argue the
loss of liberty is a small price to pay for increased "security".
Right, Mr. Mayor? This GOP jackass does not want his constituents to
know the true cost of his regime, however. Some 19% of the city budget
goes to debt service, much higher than under his predecessors. Worse
yet, public hospitals are $235 million in the red. ... Just a piss-hole
in the snow, right, Rudy? Homelessness and a lack of affordable housing
surpasses that during the recession back in the early 1990's. "His
Honor" has seen to it the rich have gotten richer and the poor poorer.
The GOP way, no? A job well-done, Mr. Giuliani. Adolph and Benito would
have been proud.

Ole' George "The Tush" Bush has reiterated his pledge to veto any
legislation expanding stem cell research further than that prescribed
in his televised speech nearly two weeks ago. After all, "Die Fuhrer"
knows best, doesn't he? Be interesting to see how Congress challenges
this dolt upon return from summer recess. "The Tush" claims it was a
"moral decision". Hey, George? About as moral as your phony mimicry of
Carla Faye Tucker shortly before her execution? As moral as the
executions of many in Texas under your regime as governor?
*****Excessive Force?*****
Two Kansas City, Mo. police officers shot and killed a naked
46-year-old man, apparently under the influence of drugs, when he
approached them with a machinist's caliper. Both officers fired, one
with a shotgun, the other with a service revolver. Nothing quite like
police training, no? Two of Kansas City's finest couldn't subdue an
obviously disturbed perpetrator without first resorting to deadly
force. Care to bet both officers will never be tried? More than likely,
both "heroes" will return to active duty. When in hell will this crap
finally stop? How many more will die at the hands of cowardly police
officers? Too bad, the self-righteous fascists who support and condone
such police behavior never experience the same themselves.

officer who is tired of abusive law enforcement. The Llano Ledger is

Typographical errors drive you nuts? Been a problem for many area
publications, including this one. ... Especially since there is no
spell check function in the software provided by Maxpages. Being a
speed reader, it is also extremely difficult to proof-read one's own
material.
Compounding the problem is the limitation of the software itself. After
over two years of effort looking for a way around this perpetually
nagging problem however, a solution has finally been found. ... A
round-about way of finding most errors without use of a proof-reader.
Some of you may have noticed earlier editions being updated. Only
typographical errors are being corrected, however. -- Not substance.
Fortunately, there were far fewer errors than expected. Usually one or
two per edition so far.
... Extremely painful though, for a perfectionist. All joking aside,
typographical accuracy is important and every effort is made to ensure
it.
*****Unbridled Fear*****
As strongly asserted in the last sixteen Newsletters, gut-wrenching
fear generated by the Narcotics Enforcement Team is quite impressive.
After all, these Nazi stormtroopers not only outrageously intimidate
defendants and their gutless attorneys, but even innocent third parties
who have suffered at their corrupt and abusive hands.
Recently, a source came forward with allegations regarding the
death of a loved one under exceptionally curious circumstances. Sadly,
the survivor got cold feet.
Most pointedly and quite publicly, how in hell do you expect these
abuses to end if you don't have the guts to stand up and expose them to
the light of day?
Every time a source cowardly runs the other way, the corrupt and
abusive sons of bitches win. Every g-ddamned time. Worse yet, another
nail is driven into the coffin of liberty.
If you don't have the courage to stand up and do the right thing, why
should this writer continue to place himself in physical and legal
jeopardy trying to expose the outrageous corruption and abuse?
Despite the lack of financial assistance from a cowardly and
selfish community, the Llano Ledger and Llano Ledger 2 visitor count
stands in excess of 141,400. ... Over two years, now. For what?
